# VIAVI State of the Network 2027: 58% test before deployment. 52% of them see fewer outages

In this article

On October 21, 2026 VIAVI published its 18th State of the Network study. Omdia ran the survey: 750 network and security people in 7 countries (US, UK, Germany, France, Canada, Brazil, Mexico), from team leads to CIOs. The headline is about NetSecOps: 37% of enterprises have fully merged network and security operations, up from 27% a year earlier. The number we care about sits lower in the release. 58% of respondents test network and security controls before deployment. Among those who test, 52% report fewer outages, 44% fewer or milder security incidents, 42% better application latency. This is a test vendor's survey, so read it with that in mind. The sample is still 750 companies, and the direction is clear: testing before go-live has become a majority practice, and the companies that do it can show results.

## What the study says

- **NetSecOps convergence:** 37% completed, 45% in progress, 82% in total. One enterprise in 5 has no transition plan.
- Teams that converged are 2.7 times more likely to report a large improvement in mean time to detect (35% vs 13%).
- How companies keep security from slowing the network: 65% use AI/ML tools, 65% do capacity planning, 58% test controls before deployment, 58% test and tune them continuously after go-live.
- **What gets tested before deployment:** post-quantum cryptography, AI security tools, SASE, cloud networking. These are the 4 technologies respondents named most often.
- **Results among testers:** 52% fewer outages and service disruptions, 44% fewer or less severe incidents, 42% better application performance or latency.

## What this means for the business

Half of your peers already test before they deploy. If you buy an NGFW, a SASE edge or a PQC-enabled VPN on the datasheet and switch it on in production, you are now in the minority, and the minority is the one that gets the outages. The study puts a number on the benefit: every second company that tests sees fewer outages. One avoided outage usually pays for a year of testing. There is a second message in the 65% capacity planning figure. Security controls eat throughput. TLS inspection, IPS signatures and PQC handshakes each cost CPU, and the only way to know the real cost on your traffic is to measure it. A capacity plan built on datasheet numbers is a guess with a spreadsheet.

## What this means for engineers

- Pre-deployment testing in this study means a measurement under load, with the production feature set on, before the box touches real users. A ping and a config review do not count.
- **For an NGFW or SASE edge:** throughput and latency with the full inspection profile, concurrent sessions, new sessions per second, and the same run with the profile off. The delta is the price of security on your hardware.
- **For PQC:** handshake rate and CPU with ML-KEM hybrid key exchange versus classic ECDHE. Expect a measurable drop. How big is the question only your test answers.
- Continuous testing (58%) means the same scenario rerun after each firmware or policy change. Keep the baseline, compare, decide. A change that costs 20% of throughput should show up in the lab, not in a ticket.
- **Tie the numbers into capacity planning:** peak-hour traffic from monitoring, times the measured per-feature cost, gives the headroom you actually have.

## What to do

Take the study to the budget meeting. 58% of the market tests before go-live and half of them see fewer outages. Then write a test program for the next deployment: the device, the traffic profile, the feature set, the thresholds. TEST4NET will help you turn it into a test plan and run it on a testbed before the first user notices anything. Test. Compare. Decide.
