Its first metric is Job Completion Time. The draft describes how to measure it, which theoretical limit to compare it with, and when the result of a hardware traffic generator can be trusted. Status: an individual Internet-Draft submitted to BMWG. It is not an RFC and not a working group document, and the text says outright that it is for lab use only. The acceptance language it proposes can already go into a contract: JCT and tail latency instead of the Gbps from the datasheet. ## Who wrote it and what its status is Authors: F. Calabria (Cisco), C. Pignataro (Blue Fern Consulting), Q. Wu and G. Fioccola (Huawei), S. Reddy (Apple). Revision 05 is the latest and expires on April 11, 2027. The draft sets no acceptance criteria: it describes what to measure and how to report the result. ## What is measured - **Object under test:** the Ethernet fabric itself, switches and links, with the boundary at the NIC. Out of scope: InfiniBand, intra-node links (NVLink, xGMI, PCIe), the performance of individual GPUs and NICs. Host configuration is recorded in the report. - **Primary metrics:** JCT, JCT Ratio (measured JCT divided by the theoretical roofline JCT), bus bandwidth, aggregate throughput, packet loss in ppm, P99 and P99.9 tail latency. - **Secondary metrics:** ECN marking rate, number and duration of PFC pauses, RDMA retransmission rate, ECMP imbalance, Jain's index, queue depth (P95 and maximum), congestion control convergence time, out-of-order rate. - **Topologies:** 2-tier Clos, 3-tier Clos and rail-optimized. - **Traffic patterns:** AllReduce, AllToAll, AllGather and incast, over RoCEv2 and UET. A separate section covers JCT tests based on MLPerf Training. ## Generator or real cluster The draft distinguishes 2 classes of test equipment: a hardware traffic generator and an accelerator cluster with a real collective communication library. For collective tests the cluster is preferred. If a generator is used, the result is cross-checked on the cluster. A discrepancy above 10% in bus bandwidth or JCT Ratio has to be investigated and documented. This is a reporting rule, not a pass or fail criterion. ## What it gives in practice Meta described the practical side in 2024: plain ECMP performs poorly because of low flow entropy, QP scaling gave up to 40% gain on AllReduce, and fragmented job placement with path pinning cut performance by more than 30%. Such effects show up in JCT and in the secondary counters. Link speed does not show them. The Ultra Ethernet Consortium published specification 1.0 on June 11, 2025, and the draft already covers UET transport alongside RoCEv2. ## What this means for the business An AI fabric is bought for model training time, so acceptance has to measure that time. A common language lets you write it into the contract: JCT Ratio no worse than a threshold, P99.9 latency no higher than a set value, the PFC and ECN counter set in the report. You set the threshold: the draft leaves it open on purpose. ## What to do Write the acceptance plan for your fabric from the draft's metric list, add a test on a real cluster where a generator is not enough, and record discrepancies above 10%.
